The Quality Assurance, Technical Specialist guarantees product/ project quality and ensure that the level of quality provides value and satisfaction to customers. The incumbent will represent the Quality authority and speaks on the customer's behalf within the Project teams. They are members of the Project Core Team and the primary liaison for Product/Project Quality.
The Bilingual Quality Assurance, Technical Specialist is the Quality partner to the Product/Project teams.
Key Accountabilities: - Manage Quality based on objective data (Product/Project KPIs such as OTD, OCD, etc.), to achieve quality excellence in execution across the company's entire life cycle (products, bids, projects and services).
- Serve as the Quality partner to the engineering, industry & supply chain, and services teams and suppliers to ensure the quality of deliverables to the customer
- Ensure that requirements (technical and non-technical) are addressed and products, projects and services delivered meet the "highest" quality standards while ensuring customer satisfaction.
- Ensure customer concerns and complaints are appropriately addressed; cascade and manage Quality requirements.
- Adjust Quality Assurance activities with a risk-driven mindset, anticipating risks, taking into account the maturity of the Bid/Project team, and focusing on core Quality value-added activities
- Support the product, bid and project teams in applying processes, proactively identifying risks and resolving problems
- Evaluate actual vs. anticipated project performance, proactively analyse Quality deviations and risks, anticipate impacts and propose preventive and corrective solutions.
- Verify the execution of the project (in relation to the plans): evaluate achievements at key milestones and deliverables, and provide Quality risks visibility through "Quality Advice"
- Provide visibility to the management and alert when necessary; raise a veto in case of non-compliance not properly addressed or in case of a critical event/situation generating a major risk for the bid/project/product or for the company
- Drive project/product Quality performance by conducting an independent risk analysis regarding the Quality of deliverables and providing visibility and recommendations on Quality performance
- Promote quality methods within products and projects (problem solving, root cause analysis, risk analysis, prevention, feedback, etc.).
- Verify proper compliance with procedures by the Product/Project teams and within the operational disciplines (engineering, industry & supply chain, services, deployment, procurement, etc.).
- Liaise with the Customer's Quality representative during the bid phase and contract execution.
Additional Accountabilities: - Perform compliance assessment for Contractual Quality Assurance requirements
- Prepare the Bid/Project Quality Assurance Plans.
- Prepare Risk-driven Quality Assurance estimates for the bid and perform documentation review as per bid submittal requirements.
- Participate in Bid Gates/milestones review meetings and prepare Quality input and assessment (Bid Q advice).
- Attend Project milestones review meetings and provide the Quality input and assessment (Project Q advice).
- Employ formal communication resources: the Quality Advice, early alerts, alerts and vetoes
- Prepare Quality Training plan and training material, organize and deliver training sessions to the project team as required.
- Guide the project team in the definition and tailoring of the project process baseline.
- Prepare Quality Management Reports and prepare and conduct Quality Readiness Review
- Participate in Safety Case review and Safety Certification Readiness Review
- Support Customer witnessed First Article Inspection FAI and First Article Test FAT (if required by the contract)
- Perform Quality Assurance approval for various projects artefacts as specified in the respective processes.
- Prepare monthly reports on project health status to Project Manager.
- Perform engineering artefacts maturity audits. Record and analyze Quality findings to identify trends or issues to address.
- Participate in Continuous Improvement Actions working with Maturity Leaders.
- Conduct Root Cause Analyses as required in conjunction with the other discipline groups (engineering, Safety, PMO...)
- Participate in Lesson Learned and Risk Review meetings, ensure process adherence and evidence for compliance is available.
- Perform Site Quality Assurance Audit.
- Support Customer audits and perform internal In-Process audit (if required by contract)
- Assure that the concerns of customers are captured, understood and efficiently and effectively handled by the project team
- Support the Maturity Leads and Discipline Process Owner(s) to ensure that processes are implemented in a uniform manner and the required level of competence is present across the respective teams
- Identifies trends and alerts relative to identified problems, makes sure that action plans are implemented in a timely manner and assess their efficiency.
- Develop the Quality and project teams by serving as coach, trainer or mentor as appropriate to drive First Time Right Quality culture.
Key Requirements:- Must be Bilingual in English and French
- 10+ years of hands-on experience in Engineering System/Software Quality Assurance Specialist or Quality Assurance Manager in a technology or manufacturing setting
- Minimum B.S Computer Science/Electrical/Mechanical/Electronics/Computer Engineering or equivalent
- Must have a solid understanding of general QA practices and procedures, Quality Management System
- Ability to conduct investigations and Root Cause Analysis across multiple disciplines (System, Software, Hardware, V&V, PMO....)
- Also required are excellent problem solving, written, verbal and communication skills
Preferred Qualifications:- Hands-on Engineering System/Software development/Verification & Validation or Quality Assurance in complex safety-critical system environment with certification constraints ( Rail, Aerospace, Medical Devices, Nuclear, Cybersecurity)
- Knowledge of Transportation rail-signalling domain/ CBTC system is an asset
- ASQ Certification (CQE, CQA...)

- Industry Standards: CENELEC EN50128, EN50126, EN50129/AREMA/IEEE/DO-178C/ISO 13485
- ISO 9001
- Project Lifecycle and Deployment
- Product Lifecycle - Systems/Software/Hardware development lifecycle experience

- Process Improvement Training or experience (Six Sigma, Lean, Agile ...)
