The Technical Work Planning section of PMC (Project Management and Construction) Engineering is accountable for preparing Comprehensive Work Packages in support of Capital Projects to meet the goals and objectives of the life-cycle management plan and associated plant investments.
The Quality Technician I – Civil is instrumental in ensuring a world-class support service to deliver inspections using optical/visual and other methods; Carry out surveillance of civil & structural maintenance and project work; Prepare Inspection & Test Plans; review Technical Information related to civil and structural systems; and Use and maintain inspection instruments and equipment.

What will you be responsible for?
The core job function of the Quality Technician I is to provide a Quality function by ensuring that maintenance work and Project work are completed in accordance with the design specifications, drawings and procedures and to the requirements of the applicable Quality Assurance program.
Quality Technician I – Civil will carry out assigned duties which include, but are not limited to, Quality inspections, report writing, participation in civil related inspections as directed by line management. This includes field support required to successfully complete the scope of the work.
The following duties are to be carried out with work direction given by the Supervisor in pre-job briefings, daily or weekly reviews and/or scheduled station progress or planning meetings. The information received for assignments and reference for advice and instructions or directions may vary based on the individual’s level of competence.
Obtain & maintain core qualifications in Bruce Power Pressure Boundary Inspection Program.
The assigned inspection duties will include various civil structures and components and other equipment using Optical/Visual or other inspection methods. Prepare or assist in the preparation and presentation of detailed inspection reports, including the use of visual aids.
Maintain a working knowledge of station systems, work practices, procedures, applicable codes, and regulations, and be aware of developments in the Bruce Power Pressure Boundary Program and procedures.
Specific Responsibilities:
Establish contact and working relationship with engineering, maintenance, operations and work management staff. Establish contact with personnel of other departments, supply/service agencies and local representatives of applicable jurisdictional authorities as required to facilitate the performance of inspection and related activities.
Assist Supervisor in the preparation of detailed work plans identifying manpower and equipment requirements for performance of specific quality programs.
Participate in training programs as required to achieve full capability within the various corporate safety and business processes necessary to function in the workgroup and its working environment.
Coordinate work activities with other groups.
Task and Work Order Assessing within the discipline of the job document
Material Verification of materials within the discipline of the job document
Reviewing project schedule to ensure that activities are scheduled properly.
Anticipate and identify problem areas, informing Supervisor as appropriate.
Operate software, tools, machinery and apparatus to perform assigned duties.
Review or assemble Inspection and Test Plans or other Quality Assurance documents and coordinate input per Line management or project team.
Communicate on a regular basis with stakeholders on matters pertaining to completion status.
Provide completion assurance review and review of vendor history docket.
Provide regular status updates back to FLM, Engineering, Work Management and the project team.
Escalate issues/ concerns in a timely basis to ensure adequate awareness of the status of the work.
Submit Condition Records to document all issues during the preparation, installation or commissioning phases of the project lifecycle.
Individual may work as an individual or as a member of a project or a functional team.
Monitor field execution of work to ensure there is adequate oversight of the protection and maintenance of installed equipment during construction.
Perform other duties as required
Quality Control (general)
Develop the Inspection and Test plan (ITP) as directed by Line Management, Engineering and/or Project Team.
Review Engineering Change (EC) package and Inspection and Test Plans (ITPs). Provide feedback to Engineering, Project Teams and PB Specialist as required.
Review and provide input to technical procedures required to perform the Quality Control (QC) tests.
Perform field walk downs regularly to perform Quality Control Inspections and to review/witness field installations activities to validate implementation is carried out as dictated by the Inspection & Test Plan.
Complete function testing.
Quality Surveillance (general)
Review Engineering Change (EC) package and vendor Inspection and Test Plans (ITPs) to provide feedback to FLM, Engineering and Project Team as required.
Provide oversight by reviewing vendor ITPs, non-conformance reports and provide feedback to the project team.
Review vendor progress reports to ensure accuracy of the report as reported to Bruce Power.
Monitor to ensure there is proper oversight of the protection and maintenance of installed equipment during construction.
Conduct surveillance observations of vendor inspections as specified in the ITPs. Requires attendance at designated construction vendor - customer control points. Inspect, verify and document adherence to Quality Control requirements by the vendor.
As required, provide oversight and input to Factory Acceptance Testing via vendor inspection and test plans review. Perform inspections as directed by Line Management, FLM, and Project team.
Observe completion of function testing.
Quality Function Support (interface with Design & Component Engineering)
Review and become familiar with applicable drawings, specifications, procedures and codes associated with the assigned work scope.
Review approved construction vendor QA program with respect to Quality function.
Review and participate in walk-downs of area affected by Engineering Change (EC) for standard industry practices and installation from Quality function perspective.
Participate in construction vendor meetings from Quality function perspective.
Participate in project team meetings during all phases of the project lifecycle with emphasis on quality function.
Provide advice, when requested by supervisor, to and liaise with the assessing and materials function and design engineering on quality requirements.
Provide oversight of equipment disassembly, packing, shipping and unpacking in the field from a Quality perspective.
Verification of materials ordered are ready to install (as directed).
Knowledge and Skills:
Requires a thorough knowledge of codes & standards and construction techniques related to civil and structural components
Requires Core qualifications in Bruce Power Pressure Boundary Inspection Program
Requires experience with video, optical, photographic, and other visual inspection techniques as may be applied in component inspection practices.
Requires familiarity with the CSA standards pertaining to the nuclear industry.
Requires knowledge of the relationships and interactions of the various Departments and Sections involved in the operation, modification and maintenance of nuclear power plants.
Ability to work under pressure, adapt to changing priorities and meet deadlines
Requires excellent level of written and verbal communication skills
Education and Experience:
Requires knowledge normally acquired either through the successful completion of Grade XII in a Secondary, Commercial or Technical School plus a two-year course of concentrated study in appropriate subjects obtained in an accredited College of Applied Arts and Technology, Polytechnic Institute or Community College for Electrical Engineering Technician, Controls or Computer Engineering Technician or Manufacturing Technician or by having the equivalent level of education.
Requires knowledge of material science, physics, chemistry, and industrial methodology related to the field of electrical & control in order to perform examinations and the required technical analysis.
Requires knowledge of technical writing skills in order to prepare clear, concise reports and knowledge of the English language in order to communicate effectively at all levels with personnel.
A period of over 4 years up to and including 6 years of related field experience is needed to gain the required qualifications.
Requires familiarity with large-scale nuclear generating station layouts, station systems and equipment, and plant operating processes
