The Program Manager is located in Pickering and typically reports directly to the Refurbishment Director. The Program Manager will have the authority, responsibility and accountability for the execution of nuclear projects within their portfolio from initiation to close-out/implementation. Working with the Refurbishment Director and other Program Managers, they will manage the optimal resource mix for the delivery of the projects, and control schedule activities to achieve Black & McDonald’s Power Generation Region (PGR) operational and financial goals, while responding to constraints imposed by customers, strategic objectives, or other external factors. Develop, implement, and improve a thorough project portfolio review process that monitors risks, % of completion (CPI, SPI), risks & opportunities, and major financial KPIs.
DUTIES AND RESPONSIBILITIES
- Monitor portfolio status to ensure all critical functions ((i.e., planning, design, engineering, construction, contracting, procurement etc.) are integrated and consistent with the customer needs and PGR commitments
- Actively mentor their Project Management team by upholding and reinforcing good project management practices with an emphasis on Nuclear Safety, Human Performance, Cost and Schedule Management, Change Management and Risk Identification and Management
- Manage and monitor the work and performance of the Project Management team, to include coaching, mentoring and performance management, and is accountable for the quality of their work
- Promote a work environment that is characterized by teamwork, transparency and integrity and encourages the team to implement continuous performance improvement principles in their daily work
- Ensure that the Project Team integrates cost and schedule risk management with techniques for developing contingency and risk response plans
- Interface regularly with key internal and external customers, stakeholders, suppliers, etc. throughout the project lifecycle to ensure that execution of work is aligned with commitments and expectations
- Address customers’ concerns promptly and professionally emphasizing a teamwork approach while protecting the interest of the business
- Frequently review projects with the assigned Integrated Project Team to ensure projects are executed on time and within the authorized funding provided. Where required, recommends corrective actions to maintain agreed upon schedule and costs
- Provide assistance to Project Managers and/or decision-making authority for controversial/high-profile projects
- Evaluate workload projections and staffing requirements to ensure compliance with portfolio budget, deadlines and commitments
- Manage conflict, listen and respond appropriately to concerns.
- Develop strategic solutions that become process improvements. Participate in the decision making process that affects long/short-range course of action for the PGR Project portfolio
- Actively participate and/or assign a subject matter expert to participate in the initial assessment/estimate of work that constitutes the subject of a Request for Proposal/Quote (RFP/Q)
- Define project objectives and develop the project delivery model, including procurement and contracting strategies
- Communicate effectively with all stakeholders to ensure alignment and clearly defined accountability prior to starting/planning the project
- Review new projects to ensure clarity of scope, requirements, history with Customer and skill-based fit, prior to assigning Project Management resources. Communicates resource assignments to stakeholders in a timely manner
- Review deliverables and timelines with the team to validate feasibility
- Review/evaluate projects to ensure all critical processes (i.e., Nuclear Safety, Quality Assurance, Engineering, Procurement, etc) are addressed in a comprehensive and efficient manner, and that a clear path forward is agreed upon by all stakeholders
- Prepare portfolio status reports and/or other reports as required by the business
- Review and analyse risk sensitivities within each project, as the basis for determining confidence levels across the portfolio
- Actively participate in meetings with customers, subcontractors and/or suppliers to resolve schedule/cost issues, reinforce accountability and the “who, what, by when” approach
- Assess overall portfolio to ensure alignment with the strategic goals of the organization
- Transition from Management to an individual contributor to support projects as a Project Manager at times and generate Estimates and Proposals at times due to staff support periods.

EDUCATION REQUIREMENTS
- Bachelors’ Degree in Engineering, Science, Project Management or Business Administration or relevant training.
WORK EXPERIENCE REQUIREMENTS
- 10+ years of project management experience for nuclear power plant industry or related construction/industrial projects in an EPC environment
- Mature knowledge of contract management and project management principles throughout the project lifecycle. Certification by the Project Management Institute (PMI) as a Project Management Professional (PMP) and/or demonstrated familiarity with the PMI Project Management Body of Knowledge (PMBOK®) considered an asset
- Relevant experience in project development and planning
- Experience effectively management projects of high risk and complexity
- Experience overseeing multiple project management teams
