Currently, our Project Management Office is currently hiring for various Program Manager, Project Controls positions in the following disciplines:

Program Manager, Project Controls (PMC Delivery)
The Projects Controls team is high-performing and committed to operational excellence by applying best practice project controls practices, procedures and tools to ensure the safe execution and delivery of projects at Bruce Power.
The Program Manager, Project Controls supports the Projects team by managing the development, coordination and implementation of comprehensive estimating, planning & scheduling, cost and risk management processes, tools and methodologies for large-scale multi-million or billion dollar projects.
This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.
Key Responsibilities :
Leadership
Coordinates the activities of the Project Controls for a specific program to assure steady workflow, maximum production, compliance with deadlines, and efficiency of operations
Implements goals, objectives and operating procedures for a program, and ensures they are properly implemented and integrated with other Projects Group departments. Monitors and evaluates the success of the strategies employed within the section to ensure that the strategies are in keeping with original goals and plans
Advises Project Managers on the project controls requirements, including completing analysis on projects, programs and portfolios.
If resources are contracted, assumes an oversight role with a delivery mindset to ensure the contractor provides quality services and/or qualified personnel
Promotes a ‘continuous improvement environment’ and works through the Management team to foster this culture
Applies appropriate project controls functions ensuring that all project activities such as data collection, analysis and forecasting to comply with customer and regulatory requirements
Provides oversight of the implementation of management guidelines, procedures, business processes, systems and tools that enable the accurate and efficient evaluation of project performance and optimize the delivery of projects through its lifecycle
Applies expertise to earned value performance measurements, including the initial set up and regular updating of multiple project controls systems, and facilitating developing project specific reports, as required. Including the implementation and maintenance of Project Controls standards and resources for project cost and estimate management systems
Responsible for the maintenance of the project controls systems which record and update budgets, contract commitments, actual costs from invoices and forecasts into the cost control system database for the project
Collaborates with other Project Control managers in the preparation of the project budget from the final estimate quantities
Ensures the estimate and budget are fully coordinated with, and loaded as resource quantities in the schedule
Ensures comparison cost and estimate elements from similar projects and provides an analysis which serves as supporting material for decisions on awarding contracts or rejecting bids
Ensures accurate project controls information is included in the Project plans Maintains the format and integrity of the cost database in order to effectively support cost estimating
Oversees accuracy of actual and projected project cost information is received processed and reported in an accurate and timely manner to the Project team
Provides technical oversight of cost analysis and advises Project staff on cost over-runs, trends, opportunities, conflicts and risks in a timely manner to facilitate prompt corrective actions
Monitoring, Analysis & Reporting Project Performance
Reports project deliverables status in accordance with the PMP and Project Controls Department governance, to produce appropriate metrics, dashboards, graphics and reports
Monitors actual progress and compares planned objectives, risks, schedules and budgets
Provides timely information/metrics to the Project Manager to facilitate corrective measures
Coordinates and monitors Project Controls activities and implements required resources and systems to ensure availability of timely, accurate cost information and forecasts
Monitors, analyzes, and forecasts all project controls elements on the project, including trends and changes
Monitors and compares planned value to earned value
Monitors, and evaluates, project controls program for Continuous Improvement opportunities
Develops and supports the implementation of standardized project controls processes and procedures
Performs periodic project audits to ensure accurate reporting by the project team. This audit function may entail a detailed site review and verification
Perform Benchmark analysis for estimating/ project performance
Knowledge and Skills
Experience delivering large capital projects
Highly developed skills in the following: Project controls; leadership; staff development; stakeholder management; communication both written and oral; analytical and problem solving; decision making; interpersonal; organizational and time management skills
Ability to manage key stakeholder interests while managing conflicting priorities and business interests
A team player, who can interrelate and operate effectively with peers and other associates within a collegial, yet demanding and complex work environment
This position requires general knowledge of all elements of project controls including estimating, scheduling, cost and risk management
Knowledge of Earned Value Management Techniques and Change Management Processes.
Knowledge of relevant Environmental, Health & Safety Legislation.

An individual who is able to handle a variety of constituencies, juggle multiple tasks simultaneously and thrive in a complex environment with multiple priorities.
Demonstrated proficiency in supporting project managers in interacting directly with customers, 3rd party engineering consultants, and suppliers.
Exceptional knowledge in Primavera P6, Cleopatra Enterprise, EcoSys and ARM (Associate in Risk Management)
Education and Experience
This knowledge is considered to be normally acquired through the completion of a 4 year University degree in an appropriate field such as, Engineering, or a General Technical degree or equivalent education/experience.
Certification by the Project Management Institute (PMI) as a Project or Program Management Professional (PMP, PgMP) and/or demonstrated familiarity with the PMI Project Management Body of Knowledge (PMBOK®).
Any certification by the Association for the Advancement of Cost Engineers International (AACE), Certified Estimating Professional (CEP) with special emphasis on the Planning and Scheduling Professional (PSP). PMI has a similar certification, PMI Scheduling Professional (PMI-SP) will be considered an asset.
A period of over 8 years and up to and including 10 years of progressive management experience in a relevant field which will include a minimum of 5 years of experience with Project Controls as a Planner/Scheduler, Cost Engineer, Estimator, on large capital projects in a safety critical environment. Knowledge of Canadian Standard Association’s “Management Systems Requirements for Nuclear Power Plants” (N286-05).
