The Role!
The Gentilly-1 Waste Facility (G1WF), herein referenced to as the Facility, is operated according to a decommissioning licence and associated Licence Condition Handbook (LCH). The G1WF is currently in a Storage with Surveillance (SWS) phase and transitioning to full decommissioning. The G1WF is located in Bécancour, Quebec, on the Hydro-Quebec Gentilly site.
The Decommissioning Field Specialist (DFS), will be part of the Gentilly-1 and Douglas Point Operations team, supporting the Gentilly-1 Waste Facility. This individual is accountable to the G1WF Facility Manager for ensuring that activities performed as part of Storage with Surveillance, maintenance, or decommissioning projects are documented and the methods, procedures, and practices meet or exceed compliance programs and regulatory requirements. In particular the DFS will ensure that their actions and reviews address technical and health, safety, security and environmental (HSSE) requirements of Canadian Nuclear Laboratories (CNL).
The incumbent requires strong self-discipline, excellent organizational skills, a keen sense of judgment, and an ability to elicit top-notch performance from others. The G1WF Decommissioning project is important to CNL, and will have visibility to the executive, internal and external customers, the regulator and the public.
ABILITIES & SKILLS
- Ability to assume responsibility for activities that (i) carry legal liabilities and (ii) have the potential for major and adverse impacts on health, safety, security, and the environment.
- Capable of interpreting complex drawings and specifications.
- Experience in applying codes/ standards and regulations in a practical manner.
- An understanding of the CNSC regulations and how they apply to the CNL G1WF site.
- Experience leading others and achieving objectives through the efforts of those not necessarily in his/her sphere of control.
- Strong interpersonal skills in working with management and staff of the organization and building a team approach.
- Project management skills to ensure that critical activities are identified and planned for success.
- An ability to adapt rapidly to changing demands or circumstances and prioritizing accordingly in order to meet tight deadlines.
- Excellent written and verbal communication ability with a variety of internal and external organizations and levels in French and English.
- The DFS should qualify as Facility Manager of the Gentilly-1 Waste Facility and occasionally act as a delegate for vacation coverage.
- Experiencing in leading a team, maintain a clear focus on team goals, and establish good rapport with groups and individuals of many diverse professions is required.
- Strong knowledge of facility management and maintenance would be an asset;
- Must have a strong technical background in Decommissioning techniques to guide project teams in developing sound decisions when preparing or reviewing project documentation and demolition strategies;
- Demonstrated ability to perform under stress when confronted with emergency, unusual or hazardous conditions and to lead others in such conditions;
- Initiative to resolve problems and expedite resources, work plans or other appropriate actions.
- Have a good base knowledge of the Canada Labour Code, WHMIS, CNSC regulations and other codes pertaining to life safety such as CNESST Regulations and dealing with hazardous products such as asbestos containing materials.
- Monitor and direct facility operations and program activities to ensure that work is performed to the standard of operational safety, reliability and efficiency and in accordance with the site license, Decommissioning program, technical specifications, applicable standards, and other internal and external regulatory requirements; and,
- Strong understanding of change management concepts and experience leading change initiatives.
- Fluently speak, read, write, and correspond inFrench and English
EDUCATION
Bachelor (Honours) in Engineering or Science from a university of recognized standing, or membership in an engineering or scientific professional organization authorized by stature to establish qualification for membership in that organization is preferred.
OR
Graduation from a recognized institute of advanced technology, or equivalent formal education. Significant related experience in a field of specialization, including five (5) years of demonstrated experience in facility maintenance management experience supporting the execution of complex mechanical, electrical or architectural maintenance activities or 10 years equivalent experience in facility maintenance management in an industrial environment.
EXPERIENCE
- Sound technical knowledge of as broad range of engineering requirements and specialty and significant related working experience. Knowledge of CNL’s practices, procedures and organization is required.
- Ability to comprehend or be cognizant of a broad range of technological and/or business issues.
- 3-5 years of experience in radioactive waste management and/or decommissioning is an asset.
- Experience in supervision of construction site is an asset
- Experience in nuclear industry is an asset.
- Experience in dealing with regulatory agencies, including the CNSC, would be an asset.
