Job Description:
The Subcontracts Lead is an essential member of the EW Subcontracts / Supply Chain Management team. The Subcontracts Lead is responsible for managing end-to-end lifecycle of subcontracts and is responsible for solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution. The Subcontracts Lead will be the main point of contact between suppliers and the program teams and will provide all contractual direction. They will maintain and own key supplier and stakeholder relationships. The ideal individual will be recognized as an internal expert and thought leader in Supply Chain Subcontracted efforts and has broad experience across multiple job areas or through increasing responsibility. The individual will works under consulted direction to manage large, complex suppliers of strategic importance to the organization. The individual must be effective at communicating within and outside of the organization and has the ability to influence at all levels. The individual will help develop or champion process improvements as well as recommend tactics and strategies that will directly impact the achievement of business and functional results.
Essential Functions:
- Lead subcontracted actions in support of assigned pursuits, proposals and/or programs (including but not limited to execution of Non-Disclosure Agreements, Teaming Agreements, Strategic Partnership development and Acquisition Strategy development)
- Provide accurate and timely forecasting of subcontracted deliverables (data, hardware, milestones, etc.).
- Report status of major subcontracts to internal leadership
- Develop & manage key stakeholder relationships (both internal and external)
- Lead all aspects of the Subcontract proposal process including requirements gathering and SOW generation, generation of Requests For Proposals, proposal evaluations, source selections, negotiations, file documentation, change management, invoice approvals, dispute resolution and subcontract close-out
- Support strategic efforts that assist in meeting business goals and objectives.
- Drive cost-savings initiatives and support streamlining of policies and procedures
- Assist in training of junior members
- Represents Subcontracts in program reviews (as required) and Supply Chain in supplier executive reviews
- Drive supplier fact finding & source selection decisions
- Lead supplier management on all assigned efforts. Responsible for the cost, schedule, quality, and risk management of assigned suppliers
- Report status of major subcontracts to internal leadership
- Perform Cost/Price Analysis, develop negotiation strategies, lead negotiations
- Award and execute contracts and contract modifications.
- Manage and communicate supplier scorecards to supplier executives
- Drive supplier root cause and corrective action plans
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience with 8+ years of supplier management experience in a defense environment
- Strong experience managing major subcontracted efforts in support of government and non-government program(s)
- Strong knowledge of FAR/DFARs
- Experience negotiating price as well as terms & conditions
- Experience with multiple subcontract types such as FFP, Cost-Plus type contracts, T&M, etc.
- Willingness to travel (10-20% of the time anticipated)
- Ability to obtain or has previously had a security clearance (Typically based on U.S. Citizenship)

- PMP Certified
- Cost Account Management (CAM) certified with practical experience
- Experience procuring microelectronics
- Experienced in Proposal and Capture activities
In compliance with pay transparency requirements, the salary range for this role is $101,500 - $188,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
