What you will be doing!
- Category Strategy and Planning
- Conducting market research and analysis, both internally and externally, to gather strategic insights that support overall strategy and identify potential contractors.
- Establishing strategic relationships with key contractors aligned with the company’s needs.
- Identifying new contractors, negotiating agreeable terms, and establishing supply arrangements when appropriate, including discount structures and volume rebates, always with the company’s best interests in mind.
- Developing and implementing a comprehensive strategy for the overall project, including bundling options.
- Applying professional judgment using a graded approach that aligns with the nature and risk of each specific acquisition.
- Acquisition
- Collaborating with internal and external stakeholders, as well as various subject matter experts, to ensure that requirements are clearly identified and a strategy is executed to meet expectations.
- Building strategic relationships and creating networking opportunities with stakeholders and suppliers.
- Preparing all commercial bid documents.
- Developing a bid evaluation matrix with support from the technical team.
- Managing the entire bid process by:
- Leading bidders' meetings with all relevant stakeholders.
- Ensuring risks and opportunities related to procurement are identified, assessed, mitigated, and effectively managed throughout the process.
- Managing and maintaining the integrity of the bid process.
- Coordinating technical evaluations and conducting commercial evaluations, including the normalization of all compliant proposals.
- Preparing a final vendor recommendation for senior management.
- Reviewing all comments and exceptions taken to the proposed agreement and working with Legal Counsel to negotiate a final agreement.
- Providing post-award contract oversight during the execution of the contract, where applicable.
- Maintaining comprehensive procurement files, documenting contractual requirements and communications.
- Resolving complex and diverse professional business service issues.
- Identifying and recommending improvements to processes that impact own area as well as other teams/clients.
- Developing and maintaining procurement records, including contracts, purchase orders, and supplier performance metrics.
- Monitoring supplier performance, identifying areas for improvement, and implementing corrective action plans as needed.
- Preparing reports on contract status, performance metrics, and key issues and risks for senior management.
- Coordinating and participating in “lessons learned” meetings to capture and communicate insights gained from the procurement process and/or market engagement.
What we are looking for:
- Education
- Post-secondary education in Business Administration, Supply Chain Management, Engineering, legal, or related field.
- Minimum 4-7 years of experience in supply chain management, experience with projects and/or construction projects procurements or related field.
- Designation holder or enrolment in the Certified Supply Chain Leader (CSCL), previously referred to as CSCMP, or enrolment in a relevant Supply Chain Management program (e.g., Certified Professional in Supply Management), is considered an asset.
- Experience
- Demonstrated knowledge and understanding of supply chain management, contract management, project management, contract law, procurement practices/processes and tasks, with emphasis on complex procurements/projects.
- Formal training and/or demonstrated experience in supply chain management, contract management, negotiations, and/or conflict, claims, and dispute resolution.
- Experience in a highly regulated or nuclear environment would be an asset.
- Demonstrated understanding and experience with contract terminology and contract interpretation, contract strategies, pricing models and corresponding contract risks (ie: DB, DBB, IPD, Target Cost, EPC etc).

- Must be able to work independently, establish priorities to meet conflicting deadlines, and to resolve conflicts promptly.
- Must be able to balance multiple priorities, adapt to constantly changing business environment, work independently, drive projects to completion, and meet deadlines in a fast paced environment.
- Must possess excellent verbal and written communication skills; ability to effectively communicate with senior management.
- Must possess strong work ethics and sense of accountability, and a willingness to devote additional/extended hours, when required.
- Must be able to interpret scopes of work, drawings and/or technical specifications, and understand basic technical and quality issues.
- Possesses excellent skills pertaining to attention to detail, written and oral communication, time management, coordination, planning, organization, problem solving, analysis, strategic planning, research, reporting, customer service, and leadership.
- Must possess strong negotiation and dispute resolution skills.
- Demonstrated ability to lead others through influence rather than authority.
- Possesses strong computer skills, and knowledge of MS Office Suite programs (e.g., Word, Outlook, Excel, and PowerPoint). Good working knowledge of Oracle E-Business Suite, SharePoint, ATOM, ISNetworld, and E-Sign).
- Demonstrated ability to produce high-quality written documentation.
- Must be able to maintain organized, clear, and concise electronic documentation and contract files as defined by CNL’s policies/guidelines.
- Demonstration of strong emotional intelligence and communication skills to work with a wide range of Stakeholders.
- Evidence of effective analytical abilities to interpret data and use to develop strategies and tactics.
- Sound knowledge and appreciation of ethical contracting and business conduct and practices and demonstrates a high level of professionalism.
- Demonstrated ability to lead, mentor, motivate and align staff, Internal Customers, Stakeholders and Contractors/Suppliers.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
