Responsible for managing and directing the operations and maintenance (“the O&M”) organization for the Calgary South-East Stoney Trail project in a cost effective manner ensuring that all highway facilities and related components are maintained and operated safely and in accordance with all applicable Federal, Provincial and Municipal standards and the contractual requirements of the Agreement to Operate and Maintain the South East Stony Trail (“O&M Agreement”).

Your role within the team:
Additionally, the General Manager is responsible for the management of the Rehabilitation program of the South East Stoney Trail “New Infrastructure” on behalf of and as directed by the Concession. Responsibilities:
- Provides leadership, management and engineering/technical guidance to the CHOI O&M organization and its staff in accordance with the O&M Agreement and related standards.
- Develops, maintains and annual reviews/updates the various Highway Operational Plans program delivery, and reporting systems in compliance with the requirements of O&M Agreement.
- Prepares management reports detailing accomplishments and cost effectiveness of the highway operations and maintenance program.
- Participates and respond to internal and Provincial audits findings and recommendations.
- Prepares and manages the annual and multi-year operations/maintenance and rehabilitation budgets to minimize costs and maximize the company’s profit from the annual project payment schedule.
- Develops project policies and procedures to ensure effective, efficient delivery of highway operations, maintenance and rehabilitation programs in compliance with the O&M Agreement and applicable standards.
- Manages the various Plans required within the O&M Agreement including but not limited to; the Traffic Management, Quality Management Plan, Winter Plan, Safety Management Plan and Incident Response Plans.
- Manages and directs the contracted highway services activities.
- Maintain working relationships and routine liaison with Provincial/Federal agencies, Police authorities, municipalities and related organizations impacting operation and maintenance of highway facilities and lands.
- Provide strategic input in the company’s long-term plan and objectives for the OMR highway project and ensure on-going program delivery compliance.
- Is a key point of contact for the client, area municipalities, agencies, emergency service providers, and /or the general public concerning all routine maintenance and/or operational activities.

The ideal candidate:
- University degree in Civil Engineering or equivalent work experience in Highway Operations & Maintenance.
- Ten years (+) progressive engineering experience with Provincial Professional Engineer Certification Chinook Highways Operations Inc.
- Experience with Public-Private Partnership is highly preferred.
- Working knowledge of Alberta or other provincial highway policies/procedures in operations and maintenance of major highways.
- Proven experience in developing and implementing highway related project control systems.
- Excellent leadership and supervisory experience with demonstrated decision and problem solving skills in technical and analytical areas.
- Familiarity with highway asset and operational maintenance software.
- Strong interpersonal, communication and customer services skills.
- Detailed oriented, with a focus on excellent organizational and planning skills.
- Professional with tact, diplomacy and the ability to work well under pressure.
- Ability to interact and establish working relationships with government agencies, external customers, construction industry official and suppliers.
- Strong communication and presentation skills both written and verbal when dealing with staff, the public/media etc.
- Demonstrated ability to develop annual and long-range budgets for highway facilities and related programs.
- Valid driver license.
