What is the Opportunity?
To provide engineering leadership and oversight of sublet engineering Design Service Providers (DSPs) in the execution of Aecon’s Engineering, Procurement and Construction (EPC) Projects.
Reporting to the Engineering Manager with a functional reporting line to the Project Manager or Project Director of the scope they are supporting
Technical, Process and Procedural support from the Engineering Manager
Functional Relations with various Aecon departments (e.g. Proposals, Sales and Business Development, Quality, Purchasing, Manufacturing, Human Resources, Legal, etc.).
This posting is proactively seeking a Project Engineer to join our Nuclear projects to support with future needs.
What You'll Do Here:
1. Proposal Stage
- May support proposal development for engineering services and engineered equipment if required by the Proposal Manager (depending on scope and complexity of Engineering or engineered equipment)
- May prepare specifications to prospective DSP’s to establish scope, functional design, codes and standards, schedule and deliverables through preparation of a Aecon Technical Specification (ATS) or similar RFQ document based on Contract / Customer specifications as directed by the Proposal Manager.
- Evaluate DSP bids as required and provide estimated execution cost and engineering manhours to the Proposal Manager for entry into the estimate.
- For those proposals that involve engineered equipment, may coordinate conceptual engineering with the DSP as required and prepare RFQ’s to engineered equipment suppliers via Procurement as required by the Proposal Manager.
- May help evaluate engineered equipment bids with the DSP as required with Proposal Management and Procurement.
- Prepare engineering manhour estimates for internal Aecon engineering as required by the Proposal Manager.
- Provide input to the proposal level risk assessment from an engineering perspective
- Assist in proposal preparation as required by the Proposal Manager
- Attends Proposal Turnover Meetings as required
2. Project Execution - Design Stage
- Review Customer specifications and design documents
- Reconcile as-sold engineering scope at Aecon internal contract kick-off and finalize DSP requirements to support the contract
- Identify level of engineering risk items– FOAKs, performance guarantees, etc. that may impact execution strategy, required oversight of the DSP, or project cost
- Determine required level of DSP oversight (Oversight Plan)
- Prepare and or finalize DSP specifications (ATS, schedule, deliverables, etc) and support contract DSP bid review and final selection
- Establish engineering communication protocols and roles as directed by the PM or as required opposite the Customer per procedures or Contract
- Conduct site walkdowns with the DSP and / or the Customer to support design and constructability review activities
- Support DSP development of design activity plans (engineering WBS and schedule) in accordance with the contract requirements.
- Chair and monitor engineering progress with the DSP
- May visit DSP and Vendor offices as required to review progress and testing activities as required (for example, Factory Acceptance Testing (FAT))
- May be required to sign off applications for regulatory approvals (i.e. TSSA)
- Engineering representative at Regular Customer Progress and design review meetings
- Review and transmittal of design products to the Customer (via Doc Control) per the Contract Document Delivery Schedule
- Preparation and / or approval of engineered equipment Aecon Technical Specifications (ATS’s) in accordance with applicable operating procedures
- Selection and assignment of Quality Assurance program for procured items
- Review of engineered equipment design documents and coordination of review with DSP, Customer and Procurement as required.
- Constructability review support including progress review with Constructability Team Lead (CTL) and Construction reps
- Design challenges / review and design progress review to ensure value engineering concepts and constructability are integrated with the engineering product and the product is meeting the contract requirements.
- Review and acceptance of DSP product and verification that it satisfies the contract requirements
3. Construction Stage
- Maintains role as lead interface with the Customer and DSP for all engineering related issues
- Reviews and issues design document revisions to the Customer to address construction related changes
- May be required to facilitate resolution of unusual or difficult issues related to the engineering design with the DSP
- May review and approve as-required, any dispositions for NCR’s and Field Initiated Changes (FICs), etc., that may impact constructability and cost. Monitors and reviews dispositions with the DSP.
- May assist PM with Change Request disposition and approval
- Reviews and / or approves construction work packages for design compliance
- May act as the Modification Team Lead (MTL) for OPG Contracts
- Provides guidance, mentorship and training to Project Coordinators to support development
- May provide oversight or reviews red-line drawings and coordination of final as-builts opposite the DSP.
4. Commissioning and Closeout
- Coordinates and supports preparation of the Commissioning plan in accordance with the Contract Requirements. DSP may be contracted to prepare the detailed plan. May be required to approve the plan on behalf of Aecon.
- Conducts final walkdown and approves walk-down punch lists as required for construction close-out
- Supports commissioning staff and training activities as required
- Responsible for resolving functional and design deficiencies opposite engineered equipment suppliers
- Acceptance of performance test results and commissioning reports as required
- Supports the preparation and / or approves final system turnover documents including final as-builts and close-out documents opposite the Customer.
What You Bring to the Team:
- Professional Engineer with ideally a minimum of 8-10 years’ experience in engineering and construction of EPC projects
- Working knowledge of nuclear plant systems and components
- Strong knowledge of Power Industry codes and standards (ASME, ASTM, CSA, etc.)
- Experience working directly with Engineering service providers and Construction Trades
- Familiar with the design and operation of power plant system components such as valves, piping, pipe supports, instrumentation, rotating equipment, electrical equipment, etc.
- Knowledge of engineering and construction change management processes
- Leadership and team skills and ability to work collaboratively in team environment
- Working knowledge of CANDU nuclear plant systems and components
- Strong knowledge of Industry codes and OPG standards including:
- Knowledge of CSA N28 series as relevant for the discipline role (i.e. N285 for mechanical / pressure boundary scopes, etc.).
- Knowledge of Nuclear N299 standards and relevant quality programs
- Knowledge of ASME codes as applicable for pressure boundary work (i.e. ASME Sect III, Class 1, Class 2, etc.)
- Familiar with OPG change control processes (i.e. MP-90)
- Experienced / knowledgeable of procurement of nuclear class components and systems
- Experience working directly with Engineering service providers and Construction Trades
- Familiar with the design and operation of plant system components such as valves, piping, pipe supports, instrumentation, rotating equipment, electrical equipment, switchgear, MCC’s, etc.
