Role:
The Proposal Specialist will provide support to Capture Managers in order to deliver compliant, customer-focused proposals aligned with win strategies identified in the Capture Plans. The Proposal Specialist will conduct proposal planning/scheduling and detailed RFP analysis. The Proposal Specialist will also maintain the New Business funnel in Salesforce in support of the Capture and Business Development groups.
Tasks:
- Support to Capture Managers in order to deliver compliant, customer-focused proposals.
- Conduct proposal planning/scheduling, detailed RFP analysis, proposal kick-offs, and lead the teams through proposal development to delivery.
- Develop outlines, annotated outlines, and written narrative.
- Facilitate costing/pricing development including scheduling of costing kick-off and price reviews.
- Initiate and ensure RFP and appropriate proposal sections, including pricing, are reviewed in accordance with the established proposal process.
- Manage the process for asking questions of the customer in coordination with Capture Lead.
- Support proposal strategy development, theme and discriminator development, proposal planning and scheduling, and proposal artifacts development/publication.
- Manage proposal budget and report spending status.
- Coordinate with cross-functional teams (Business Development, Capture, Program Management, Engineering, Operations, Contracts, Desktop Publishing, and Finance) to deliver compliant, professionally produced proposals within customer-defined requirements and timeframes.
- Monitor customer web sites for potential opportunities, RFPs and bidding instructions.
- Ensure on-time production and communicate delivery plan.
- Manage multiple proposals simultaneously.
- Support CSA surveys and STDP proposals
- Manage manpower database inputs for new forecasted business.
- Manage and maintain business development pipeline for accuracy, completeness.
- Provide various reports and data to support the business opportunities reviews;
Qualifications Required :
- Some experience managing, writing and coordinating proposals of high complexity.
- Strong analytical, organizational, and managerial skills.
- Ability to manage multiple and shifting priorities while meeting high quality standards in a fast-paced environment supporting critical business development activities under tight deadlines.
- Strong interpersonal skills;
- Ability to work in a fast-paced dynamic environment;
- Ability to work with various levels in the organisation, including sales team, senior management and VP level.
- Team player;
- Ability to use standard English writing styles and structures to write proposal sections, including the ability to research and synthesize information from multiple sources (subject matter experts, previous proposals) into a cohesive and persuasive final product.
- Software expertise: MS Office (Word, Excel, PowerPoint, Project), Adobe Acrobat Pro, Nitro
Experience:
2+ years of experience in Sales and/or Marketing. Relevant experience in sales processes, forecasting, reporting and financial planning is also required.
Level of education:
Diploma in Business Administration, Marketing and Communications
Linguistic Level:
Strong verbal and written communication skills in French and English (Contact with customers outside Quebec)

Successful candidates must obtain and hold security clearance at the reliability status level, and pass security assessment for the Controlled Goods Program (CGP).
