JOB SUMMARY:
The Senior Licensing Engineer will play a key leadership role in the development, execution, and maintenance of the regulatory and licensing framework necessary to safely design, construct, commission, and operate Saskatchewan's first nuclear power facility. This position provides technical leadership in nuclear licensing, safety case development, regulatory compliance, and stakeholder engagement, ensuring alignment between engineering, project delivery, and Canadian Nuclear Safety Commission (CNSC) requirements.
KEY ACCOUNTABILITIES:
Licensing Strategy and Regulatory Leadership:
- Support preparation and review of licence applications, safety reports, environmental submissions, and supporting technical documentation.
- Interpret and apply CNSC regulations, regulatory documents, licence conditions, and industry standards.
- Lead resolution of regulatory issues and licensing risk items.
Safety Case Development:
- Support development and maintenance of the plant safety case throughout design, construction, commissioning, and operation.
- Coordinate licensing inputs across safety and control areas (SCAs).
- Review safety analyses, probabilistic safety assessments, deterministic analyses, and supporting engineering documentation.
- Ensure licensing basis assumptions are clearly established, maintained, and traceable.
Engineering Integration:
- Provide licensing oversight of standard plant and site-specific design activities.
- Evaluate design changes for licensing impact and regulatory compliance.
- Collaborate with engineering disciplines to ensure design products satisfy licensing and safety requirements.
- Support configuration management and requirements traceability activities.
Regulatory Compliance:
- Establish and maintain processes for tracking regulatory commitments and licensing obligations.
- Monitor compliance with applicable regulations, codes, and standards.
- Support implementation of SaskPower's nuclear Integrated Management System.
- Participate in audits, inspections, readiness assessments, and independent reviews.
CNSC and Stakeholder Interface:
- Act as a primary technical contact with regulators on assigned licensing matters.
- Participate in regulatory meetings, workshops, technical reviews, and public proceedings.
- Prepare technical presentations, briefing materials, and responses to regulator requests for information.
- Support engagement with Indigenous communities, government agencies, and external stakeholders as required.
Project Leadership:
- Lead multi-disciplinary technical teams supporting licensing deliverables.
- Mentor engineers, specialists, and emerging licensing professionals.
- Support project planning, budgeting, scheduling, and risk management activities.
- Identify emerging industry practices and lessons learned from Canadian and international SMR projects.
KNOWLEDGE/SKILLS/ABILITIES:
- Bachelor’s degree in Engineering in Nuclear Engineering, Engineering Physics, Chemical Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline.
- Professional Engineering (P.Eng.) designation.
- Minimum 10 years of progressively responsible experience in one or more of:
-Nuclear licensing
-Nuclear safety analysis
-Regulatory affairs
-Nuclear engineering
-Reactor design
-Nuclear operations
-Environmental assessment or permitting
- Demonstrated experience supporting regulatory submissions to CNSC, U.S. NRC, or equivalent nuclear regulators.
- Demonstrated experience working within CSA N-Series quality and management system frameworks.
- Experience with licensing new nuclear reactor facilities would be considered an asset.
- Demonstrated ability to provide recommendations and influence decision making.
- Demonstration of strong relationships with working groups, committees and technical leaders across the organization and external partners.
- Demonstrated record of continuing professional development.
- Ability to provide competent leadership, including, coaching and development of technical staff including engineers, engineers-in-training and other resources as required.
