This role of Cost Estimating Manager, Services and Life Extension is primarily responsible for leading the Cost Estimating team in the preparation, review and approval of cost estimates for proposals, internal feasibility studies, and customer project estimate deliverables for Candu retube, refurbishment, Field Services and Engineering Services projects. Responsibilities of this role also include the ongoing development of standard cost models, and the enhancement of Cost Estimating capabilities through the development of dashboard reports, benchmarking databases and the implementation of estimating software and systems.
Your role within the team:
Manage, develop, mentor and support the Cost Estimating team through the delivery of estimating milestones for proposals and feasibility studies.
Further enhance Cost Estimating capabilities by conducting reviews of cost estimating software applications, making recommendations for use as applicable in order to enhance estimating efficiency and increase standardization.
Develop cost benchmarking capabilities and enhanced reporting through dashboards so that cost estimates can be compared to internal and external metrics and presented effectively to Senior Management.
Demonstrate visible leadership and deliver exceptional estimating services for all clients and stakeholders.
Technical Leadership:
Oversee the development of nuclear project capital cost estimates ranging from AACE Class 1 to Class 5, including EPC estimates for mid-life retube and refurbishment, Engineering and Field Services projects, and manufacturing scopes.
Responsible for providing oversight to Estimating staff, reviewing estimate deliverables, and providing guidance on matters relating to the estimate throughout the bid process from proposal kick-off up to senior management approval.
Lead continuous improvement initiatives for in-house standard cost models and templates used to prepare estimates for proposals/bids, project change orders, and internal and external feasibility study estimates across Candu.
Provide guidance on the development of cost databases and benchmarks, including benchmarks and metrics for project management, engineering, equipment, construction, commissioning, and project indirect costs.
Review proposal cash flows and payment schedules and ensure alignment with Finance/Corporate approval parameters.
Prepare and/or review Estimate Plan and Basis of Estimate documents when required to support major project bids or client estimate deliverables.
Participate in proposal estimate review and approval meetings, chair estimate review meetings when required, and provide guidance to teams on recommended estimate approaches based on internal procedures and industry best practices.
Interface with Finance regularly to ensure that cost parameters and rates applied in cost models are up to date and calculation methodologies are aligned with the company’s financial processes.
Assist in maintaining company policies, procedures and methodologies relevant to this discipline.
Oversee other major project estimates, such as new nuclear, as required based on overall workload of the Cost Estimating Department.
Team Building and Management:
Maintain a positive team culture and create opportunities for the team’s development.
Lead estimating training initiatives when required.
Provide coaching and mentoring to cost estimating team members, regularly monitor team and individual progress and provide guidance when necessary.

The ideal candidate:
Post-secondary degree or diploma in a technical or business program. At least 15 years of estimating and/or cost modelling experience within a high technology or construction industry, or equivalent years in major project estimating experience and education.
Solid leadership and management/supervisory skills, ability to prioritize and to work under tight deadlines.
Professional designation as a Certified Cost Professional (CCP) through the AACE would be an asset.
Excellent understanding of estimating industry benchmarks and best practices.
Recognized expertise in estimating services, in nuclear or other construction/technical industries.
Ability to inspire and motive teams and unlock future talent.
Excellent communication and writing skills.
Excellent analytical/ problem solving skills.
Proficient in Excel, Power BI, databases, and ability to process and analyze large volumes of data.
Experience with third party estimating software would be an asset.
Flexibility to occasionally work beyond the standard work hours to assure deadlines are met.
