The Purchasing Agent is responsible for the purchase of services and commodities, ensuring fair value for money, to meet the requirements of clients, jurisdictional authorities, and company policies and procedures in a timely and cost-effective manner while mitigating risk and liability for Canadian Nuclear Laboratories (CNL). What will you be doing?
- Identifying, qualifying and selecting suppliers to ensure reliable sources of supply.
- Preparing quotations and recommending sources of supply for products and/or services to ensure CNL receives good value.
- Maintaining delivery/schedule requirements.
- Developing and issuing purchase orders for products and/or services in support of operations, projects and client requirements.
- Consolidating purchases as appropriate to ensure optimal costs and reliable supply of goods.
- Negotiating price and delivery requirements for products and/or services.
- Resolving contractual and supplier issues to ensure CNL receives uninterrupted service.
- Resolving legal issues such as exceptions to CNL Terms & Conditions.
- Expediting procurement processes.
- Ensuring timely delivery and payment to supplier.
- Handling warranty or repair issues to ensure continuity in the process for clients and suppliers.
- Acting as single point of contact for specific project and client groups and provides procurement support and expertise and coaching, as required.
- Other duties as assigned by your manager.
What we are looking for:
- Education
- Bachelor’s degree or three (3) year college diploma in a related discipline plus two to four (2-4) years' relevant experience, or equivalent education and experience.
- Experience
- Experience adhering to and enforcing policies, procedures, and contract obligations.
- Experience with the development and negotiation of supply strategies and contracts.
- Knowledge, Skills & Abilities
- Work positively in a team environment.
- Display strong analytical and problem solving skills.
- Work independently and without guidance while establishing his/her own priorities and meeting conflicting requirement deadlines.
- Demonstrate strong interpersonal skills.
- Communicate effectively both orally and in writing with staff at all levels of management, external stakeholders, and suppliers.
- Effectively prepare clear and concise requests for quotations and procurement documentation.
- Maintain discretion when dealing with CNL information.
- Manage their own activities and meeting schedules and priorities under the general direction of the Procurement Supervisor.
- Proficiency in the use of Microsoft Office (Word, Excel, and Outlook) and Oracle iProcurement (or similar ERP modules).
- Knowledge of ethical purchasing practices, commercial and contractual formats and applicable business law.
- Knowledge in procurement QA practice as it is applied within the nuclear industry and CNL.
- Working knowledge of code and jurisdictional requirements for goods/services for CNL.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

- Must be capable of wearing and working in protective clothing.
- Long periods of time sitting, staring at a computer monitor, and typing.

Location :
CNL works with employees across Canada to enable a remote workforce where possible. Our work-from-home employees are provided with the equipment required to be successful: laptop, monitor, external keyboard, and mouse, etc. Of course, we always love a visit to the site when possible!
