Scope (Purpose)
In this challenging leadership role, your primary focus will be to develop and manage the CANDU Inspection Qualification Bureau (CQIB) Program on behalf of our international membership. You will facilitate member steering committees and peer groups, leveraging learnings to build even stronger and more efficient protocols that will support member organizations to meet rigorous regulatory standards required for nuclear plant operations.
With a strong understanding and appreciation of the importance of ensuring CANDU nuclear facilities around the world are properly monitored and inspected, your passion is to ensure safe and reliable operations by using your foundational technical knowledge and experience to enhance best practices for oversight and education of qualification services and procedures.
Key Accountabilities
- Review and maintenance of the Governance of the CIQB program to uphold core principles and integrity of the process in an unbiased manner and without prejudice.
- Approving authority for qualification process guidelines. “Guidelines” shall be filed in conjunction with, but separated from, Governance documents.
- Responsible for all day-to-day operations of the CIQB. Is responsible to the Steering Committee, through its Chair, for all operational matters and to the Director, Joint Projects and Services COG for administrative matters.
General Responsibilities
- Develop and execute procedures and protocols which relate to the conduct of qualification services and apply these in a consistent, unbiased and objective manner
- Recommends acquisition of and provides direction necessary to operate the CIQB according to the requirements of the Steering Committee, consistent with COG policies and procedures.
- On behalf of the Steering Committee, issues requests for proposals and recommend the award of contracts consistent with CIQB needs.
- Prepare annual business plans and budget for review and approval by the Steering Committee.
- Acts as Secretary to the Steering Committee, including issuing minutes of meetings and maintaining these as quality records.
- Approves qualification records and issues qualification records to inspection service organizations and individuals.
- Approving authority for qualification process guidelines which shall be filed in conjunction with, but separate from, CQIB Governance documents.
- Maintain all records and the qualification dossier, a stand-alone CIQB database of all qualification activities, including qualified procedures and personnel.
- Issues reports on CIQB qualification activities to the participants, including non-attributable statistical information.
- Responsible for the maintenance and execution of the quality assurance program including review of all non-compliances and related mitigating actions.
Requirements
Education & Experience
- 4-year University degree in Engineering, Science, or equivalent
- 12+ years of relevant work experience, preferably in the area of periodic inspection of CANDU systems
- Experience with project management or business administration or procurement engineering in a nuclear environment preferred
- Strong computer skills including the ability to make effective use of computer information and databases for data analysis and proficiency with MS Office
- and operating environment beneficial
- Experience working with regulatory agencies (e.g. CNSC, TSSA, etc.) preferred
- Knowledge of nuclear industry procurement processes advantageous
- Requires the ability to influence and gain co-operation from individuals with a wide variety of unique needs and within diverse cultures.
Competencies
- Experience related to CANDU licensing basis or CANDU processes, systems and components
- In depth knowledge of inspection methods, Non-Destructive Examination (NDE) techniques and systems
- Knowledge of CSA Standards related to periodic inspection (i.e. N285 series)
- Knowledge of the principles of the CANDU nuclear power plant design and operation
- Knowledge of COG Member and supplier organizations including the inter-relationships of various internal and external groups involved in the design, manufacture, operation, maintenance and inspection of components within a nuclear generating station.
- Knowledge of non-destructive testing equipment and systems associated with nuclear generating stations.
Work Environment
This role is based at the COG office in Toronto with the opportunity to work remotely 1-3 days per week. Occasional travel to Members’ facilities, both domestic and international, may be required.

- Maintaining the CIQB program that is acceptable to members’ supply authorities measured through periodic compliance audits
- Delivering reviews of procedures and qualification, and were requested personnel, in a timely manner
- Maintaining alignment with CSA Standards and European Network for Inspection and Qualification (ENIQ) Recommended Practices
