Estimator
The Estimator is detail-oriented and supports project teams playing a critical role in preparing accurate cost estimates for large-scale, multi-million-dollar design-build vertical construction projects. This role requires expertise in assessing materials, labor, and equipment costs based on industry standards, contractor bids, vendor quotations, schematic drawings, and project specifications.
Key Responsibilities:
- Develop detailed cost estimates for multi-discipline design-build construction projects, from initial take-offs to final pricing.
- Analyze complex drawings, specifications, and proposals to ensure accurate scope validation and risk allocation.
- Create estimates adhering to AACE standards, ranging from order-of-magnitude to highly detailed analyses.
- Advise on tendering procedures, evaluate bids, and support negotiations to determine award recommendations.
- Monitor and update project estimates throughout the lifecycle to ensure compliance and accuracy.
- Implement best practices in estimating methods, including risk assessments and productivity benchmarks.
- Liaise with stakeholders to conduct feasibility studies, address challenges, and manage project changes effectively.
- Maintain cost databases, supplier directories, and feedback loops to improve project controls and reporting systems.
- Collaborate closely with project teams to resolve complex estimating issues and optimize project outcomes.
- Perform other duties as required.
Education and Experience:
- This knowledge is normally acquired through the successful completion of a four-year university education or having the equivalent level of education and experience.
- A period of 8-10 years of experience in the construction industry, with a focus on estimating large scale projects.
- Experience in nuclear projects is considered an asset.
- Strong leadership and communication skills, with the ability to thrive in a fast-paced, dynamic work environment.
- Proficient in project estimating tools, including Cleopatra, ARM, and Excel.
Cost Analyst
The Cost Analyst is detail-oriented and ensures alignment with project goals by managing budgets, forecasts, and variances. This role involves monitoring and analyzing costs, providing actionable insights into risks and trends, and supporting key processes like month-end closing and phase gates. The ideal candidate will help maintain accurate cost reporting, establish baselines with project stakeholders, analyze and monitor earned value metric and be a key contributor to evaluating supplier contracts to optimize costs.
Key Responsibilities:
- Manage project cost functions, including budgets, , forecasts, and variances, to ensure alignment with portfolio and project objectives.
- Perform cost analysis, identify risks, trends, conflicts, and opportunities, and provide recommendations for prompt corrective actions.
- Maintain accurate budgets, contract commitments, actual costs, and forecasts, in the cost control system database.
- Collaborate with stakeholders to establish and maintain cost baselines.
- Support month-end closing and phase gate processes by coordinating, managing, reporting, and analyzing cost data.
- Monitor variances, report trends, and assist with recovery plans to maintain financial control.
- Evaluate and negotiate supplier and vendor contracts to optimize project costs and enhance profitability.
- Monitor Earned Value Management metrics to support variance reporting and identify trends to the project team.
- Perform other duties as required.
Education and Experience:
- This knowledge is normally acquired through the successful completion of a four-year university education in an appropriate field (e.g. engineering, business administration, computer science); consideration may be given to those with a three-year college diploma or by having the equivalent level of education and experience.
- A minimum of 5 years’ experience in project cost management within the construction or engineering industry.
- Strong analytical skills and attention to detail, with the ability to work collaboratively across multidisciplinary teams.
- Experience with project controls tools, including but not limited to Primavera P6, Eco Sys, Active Risk Manager (ARM), and the Microsoft suite of tools (incl Excel, Word, PowerPoint, Outlook & Power BI).
- PMI - Project Management Institute or AACE - Association for the Advancement of Cost Engineers International Certification is considered an asset.
Project Planner
The Project Planner is organized and detail-oriented playing a key role in developing and maintaining project schedules and baselines. This position involves resource loading, critical path analysis, and tracking progress on major milestones while ensuring compliance with relevant procedures. The Project Planner will proactively address risks and trends, review contracts and change requests to align schedules and budgets, and contribute to the integrated project schedules. Additionally, they will produce and evaluate project metrics, including earned value reports, to support informed decision-making for Project and Program Managers as well as be key contributors to the Month End Reporting and Phase Gate process.
Key Responsibilities:
- Develop and maintain project schedules and baselines, incorporating resource loading, critical path analysis, and progress tracking & monitoring of major milestones.
- Analyze and validate schedule statuses, identify trends, and provide proactive recommendations to address risks and concerns.
- Support the development of change requests to ensure alignment with implementation schedules and budgets.
- Collaborate on integrated project schedules by coordinating Program and contractor schedules, including milestones for planned and unplanned outage work.
- Produce and evaluate project metrics, such as earned value reports, to support effective decision-making for Project and Program Managers.
- Perform other duties as required.
Education and Experience:
- This knowledge is normally acquired through the successful completion of a three-year college diploma in an appropriate field (e.g. engineering, business administration, computer science) or by having the equivalent level of education and experience.
- A minimum of 5 years’ experience in a project implementation role (including construction), with proven experience in managing schedules and baselines.
- Strong analytical skills and attention to detail, with the ability to work collaboratively across multidisciplinary teams.
- Experience with project controls tools, including but not limited to Primavera P6, Eco Sys, Active Risk Manager (ARM), and the Microsoft suite of tools (incl Excel, Word, PowerPoint, Outlook & Power BI).
- PMI - Project Management Institute or AACE - Association for the Advancement of Cost Engineers International Certification is considered an asset.
Project Controls Lead
The Project Controls Lead is experienced and driven, who oversees the planning, scheduling, cost control, risk management, and reporting for large-scale, multimillion-dollar projects and programs. This leadership role involves managing a team of project controls professionals, supporting strategic initiatives, and collaborating with program managers, project managers, engineers, and vendors to ensure project success.
Key Responsibilities:
- Lead and mentor project controls teams to ensure their development, efficiency, and timely delivery of project milestones.
- Manage all aspects of project controls, including scheduling, cost control, risk management, and reporting for a specific portfolio or program.
- Support the development and oversee project schedules and baselines, ensuring they meet standards for resource loading and critical path requirements.
- Ensure compliance with regulations, standards, and nuclear safety and security requirements.
- Analyze and communicate schedule and cost trends, risks, and opportunities to drive timely corrective actions.
- Monitor projects and leverage the change control processes to maintain project scope and deliverables.
- Collaborate with stakeholders to create integrated schedules and coordinate outage milestones.
- Monitor risks and opportunities, implementing tailored Risk Management Plans and conducting trend analyses.
- Oversee project cost management, including budgets, forecasts, and variances.
- Support contract negotiations (as required) with vendors and suppliers to optimize costs and execution timing.
- Foster a collaborative and innovative work environment that encourages learning and teamwork.
- Liaise with stakeholders to align expectations and achieve project objectives.

Education and Experience:
- This knowledge is normally acquired through the successful completion of a four-year university education in Engineering; consideration may be given to those with a three-year college diploma in a related technical field, or by having the equivalent level of education and experience.
- A period of 5-10 years of progressive management experience in a relevant field, including a minimum of 5 years of experience in Project Controls as a Planner/Scheduler, Cost Analyst, or Estimator, focused on large capital projects in a safety critical environment.
- In-depth knowledge of Earned Value Management Techniques and Change Management Processes.
- Experience with project controls tools, including but not limited to Primavera P6, Eco Sys, Active Risk Manager (ARM), and the Microsoft suite of tools (incl Excel, Word, PowerPoint, Outlook & Power BI).
- PMI - Project Management Institute or AACE - Association for the Advancement of Cost Engineers International Certification is considered an asset.
