We are looking for a Projects & Field Services Proposal Lead for our Cambridge, Ontario location.
JOB PURPOSE
Reporting to the Commercial Services Manager, this position entails preparing competitive proposal packages including the supporting of Cost Estimates, Schedules, PAR, risk registers as well as customer facing commercial documents - either through self-perform or organizing/leading a team. Works with Project Management, Business Line Managers, Legal and other internal stakeholders to develop competitive proposals. Participates in and, when assigned, takes the lead in contract negotiations with customers.
ACCOUNTABILITIES
Proposals/Documentation
- Preparation of proposals for major bids in accordance with company policies and procedures.
- Direct functional areas in preparing the various sections and inputs to the proposal document, supporting the assigned Project Manager.
- When assigned, support/participate/lead in contract negotiations with customers.
- Prepare documentation for Pricing Approval Request (PAR) meetings to obtain necessary approvals for bids.
- Conduct Turnover meetings to pass on all relevant documentation to the project team.
- Provide direction to Procurement regarding sourcing strategies to reduce costs and risks.
- Work with Account Management, Business Line Managers, Legal and other internal stakeholders to develop and implement commercial strategies during the proposal phase.
Commercial Support and Risk Management
- Oversee the preparation of complete and accurate cost estimates for major bids.
- Ensure that contracts are in compliance with legal, regulatory and organizational policies.
- Monitor the proposal process to assure compliance with the organization's contractual guidelines, satisfaction of customer specifications and adherence to organizational policies.
- Act as a liaison between the organization and customers/vendors, including participation in pre-contract discussions, contract negotiations and contract changes.
- Direct functional areas in preparing the various sections and inputs to the estimate.
- Benchmark internal costs with industry to ensure competitiveness.
- Manage internal risk management plans in accordance with company policies and procedures.
- Work with Business Line Managers and Legal to evaluate and propose T&C positioning that balances competitiveness and risk.
- Prepare T&C guideline deviation with stakeholders.
- Work with Proposal Managers, Project Managers, Supply Chain and Legal on subcontracting T&C including flow through T&C.
Process Owner
- Provide day-to-day supervision to Proposal Team on their assigned tasks.
- Review all PAR and proposal documentation for grammar, comprehension and marketability.
- Develop and maintain standardized processes, procedures and templates, proposal forms, standard write-ups, risk management registers, etc.
- Engage with business segment proposal groups to ensure alignment across Projects and Services Division.
QUALIFICATIONS
- Bachelor of Science in Engineering or equivalent.
- Post graduate degree in Business Administration would be an asset.
- Sound understanding of project management principles and practices acquired through 5 -10 years of related experience and a post-secondary engineering or other technical degree/certificate or an MBA.
- Excellent relationship building skills and the ability to effectively impact and influence.
- Must be an effective team player, keen learner and a willing mentor.
- Proven negotiating skills, excellent communication (both written and spoken) and presentation abilities.
- Must be well organized, detail oriented and have strong problem solving skills.
- PMP designation or working toward same.
- Ability to work under pressure and within tight schedules.
- Conveys a diplomatic/professional demeanor at all times and has a strong customer centric focus.
- Self motivated and able to work independently but comfortable working in a team environment.
- Strong word processing and spreadsheet development skills. Proficiency with Microsoft Word, Excel and PowerPoint is essential.
- Strong understanding of Terms & Conditions.
- Leadership skills including planning, delegation, driving accountability.
- Knowledge of contract management and drafting of RFP responses is an asset.

The base salary range for this position in Ontario at the start of employment is expected to be between $86,000 and $132,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment.
