The purpose of this position is to assist the lead in coordinating the implementation of public programs and processes administered by the Business Operations branch of CNL’s Historic Waste Program (HWP), including the Complaints Resolution Program (CRP) and the Property Value Protection Program (PVP), as well as processes related to property owner accommodation/relocation during remediation, and property acquisition by CNL.
What will you be doing!
- Assist the lead with the Complaints Resolution Program (CRP), Property Value Protection (PVP) Program and the accommodation/relocation of residents and businesses, explain the programs to property owners, residents, and other stakeholders, and guide those who choose to access these programs through the process, acting as the single point of contact.
- Identify and alert the Public Programs Lead in a timely manner to issues, complaints or other developments that may attract public, municipal, media, legal or other negative attention.
- Ensure all documentation related to these programs and processes (including complaints) is accurately tracked and appropriately filed per CNL records management protocols in a timely manner.
- Provide summary reports to the Pubic Program Lead of CRP, Tier 2 complaints, stakeholder interactions, PVP claims, and accommodation activities.
- Responding to Access to Information requests related to CRP and PVP.
- Assist with reviewing plans and procedures related to these programs at least once a year or more and update accordingly.
Complaints Resolution Program (CRP)
- Assist with processing Tier 2 complaints as prescribed in the Complaints Resolution Program document, working closely with HWP staff and/or PHAI contractors to reach a resolution satisfactory to all parties as early in the process as feasible.
- Integration of CRP awareness, as appropriate, into the planning and implementing of public events, seminars, workshops, and meetings.
- Establish and maintain a system, including a database, to monitor and report on the status of complaints.
- Other duties as assigned by the Public Programs Lead.
Property Value Protection Program (PVP)
- Process PVP Program claims as prescribed in the PVP Program Rules, including the coordination of mediations and arbitrations as required.
- Contribute to PVP/CRP sections of Port Hope and Port Granby annual socioeconomic reports for submission to the CNSC.
- Ensure MPAC data is received by CNL annually.
- Ensure third-party real estate market analysis report is completed annually; review the report and inform Public Program Lead of any changes/issues in the local real estate market that may be related to the activities or presence of the PHAI.
Accommodation/Relocation of Occupants and/or Businesses
- Work with C&SR, Major sites, and Small-Scale Sites staff to identify the needs of occupants (residents and/or businesses) requiring accommodation – including relocation to include locating storage – during PHAI activities.
- Identify options for meeting the needs of occupants per the PHAI Property Owner Accommodation Guideline and present recommendations to Business Operations management for review and approval well in advance of work beginning at the property.
- Assist with coordinating all necessary arrangements for the accommodation of occupants, working closely with CNL Business Operations staff and others as required, as well as contracting staff.
CNL Property Acquisitions
- Coordinate the process for CNL to purchase/lease properties that have been identified by project delivery or SSS teams, working closely with HWP Legal as required, as described in the PHAI Property Acquisition Guideline.
- Other duties as assigned by your manager.
Experience and Skills:
- Strong organizational, planning, and prioritization skills to ensure that work is carried out appropriately and deadlines are met.
- Strong analytical skills to understand and synthesize complex information and draw conclusions from a variety of data.
- Experience dealing with the public in a complaints resolution setting and/or formal and informal experience with conflict/dispute resolution.
- Knowledge of processes related to property valuation and/or property assessment.
- Excellent written, oral, and editorial communication skills in English and a demonstrated ability to communicate diplomatically to the public and other stakeholders in clear, understandable language.
- Ability to write administratively and legally sound reports outlining the resolution/disposition of complaints.
- Computer literacy, including spreadsheet applications.
Education:
University or college degree in business, public administration, real estate and paralegal background, and communications or similar subject area with a minimum of five years of progressive and comprehensive work experience in a related field.
Security clearance eligibility required:
Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.
