Are you looking for a role that will challenge you? Our Whiteshell Laboratories (WL) site located near Pinawa, Manitoba is looking for a Contract Officer. You would be responsible for the procurement of all goods and services for nuclear safety-related equipment, systems and structures as well as engineered and complex items and contracts. What will you be doing?
- Ensuring all products and services are procured meeting the requirements of the client, jurisdictional authorities, and Company Policies & Procedures in a timely and cost-effective manner.
- Ensuring compliance with technical, QA and client requirements while following the rules set forth in the Procurement Policies and Procedures.
- Leading and documenting the negotiation and evaluation process to ensure award decisions withstand legal and ethical scrutiny.
- Maintaining confidentiality in all matters.
- Interacting with suppliers to CNL, including professionals in varying fields, as well as interacting with researchers and technicians
- Participating and maintaining up to date, all safety and operational training offered through the company.
- Other duties as assigned by your manager.
What we are looking for:
- Education
- Post-secondary education in Business Administration/Commerce/Purchasing Management and/or Engineering.
- Enrolment in the SCMA Certification Program would be an asset.
- Experience
- Minimum of two to four (2-4) years pertinent experience or equivalent education and experience.
- Good working knowledge of Oracle Purchasing and iProcurement modules would be an asset.
- Knowledge, Skills & Abilities
- Sound knowledge of ethical purchasing and business practices, in public procurement settings, thorough knowledge of applicable materials, products/services, sources of supply and market trends.
- Knowledge and understanding of all procurement tasks, particularly large and complex requirements requiring the participation of technical experts (specifications, terms and conditions, evaluation practices, sources of supply).
- Knowledge in procurement QA practice as it is applied within the Nuclear Industry and CNL; working knowledge of code and jurisdictional requirements for goods/services used at CNL.
- Work independently establishing priorities in meeting conflicting deadlines.
- Deliver exceptional customer service.
- Promote continuous process improvement within Procurement and the customer/client base.
- Demonstrate excellent communication skills, both oral and written.
- Write effectively and prepare clear and concise requests for quotations and procurement documentation.
- Demonstrate initiative and judgement to organize and maintain flow of work and accuracy of records.
- Be punctual, dependable and safety minded.
- Meet deadlines.
- Demonstrate exceptional organizational skills, able to prioritize and time management is required.
- Understand detailed information is essential.
- Demonstrate responsibility and is accountable for accurately handling the details associated with one’s work.
- Adapt to a changing environment and respond with initiative.
- Maintain successful working relations at all levels within the organization and with external stakeholders.
- Work with minimal supervision.
- Other duties as assigned by your manager.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
Working Conditions:
- Must possess normal physical agility necessary to perform all aspects of the work that involves bending, lifting and mobility.
- Must be capable of wearing and working in protective clothing and using equipment as required.

Location :
