Our Nuclear Canada business is experiencing significant growth driven in part by planned New Build projects underway internationally and domestically. Candu Energy Inc., an AtkinsRéalis company has entered into an agreement with Ontario Power Generation (OPG) to deliver the Darlington New Nuclear Project (DNNP). The project is spearheading the deployment of the GEH BWRX-300 Small Modular Reactor (SMR) before the end of the decade. It will be the first grid-scale SMR deployed in Canada.
The Technical Manager- Civil Engineering- is a member of the Home Office Engineering and Project Management Team (PMT) and is responsible for leading a managing group of Engineers, Stress Analysts, Technical Specialist, Designers and/or Technologists/Technicians, and oversees the execution of the design, Stress Analysis and technical activities performed by the discipline team in a project delivery environment. The Technical Manager will support and oversee the execution of design and technical activities in a project delivery environment in accordance with industry standards and established governance in support of site engineering changes for construction activities. The Technical Manager will report to the Execution Engineering Director functionally and on the project delivery group.
This role will require close stakeholder management of the integrated partners and clients, as well as leadership of project team members (will be part of the PMT organization on DNNP). The Technical Manager is expected to have significant experience in the civil and structural design of nuclear power plants, project delivery and project execution methodology including an understanding of engineering, procurement, construction, contract management and project controls principles. Leading integrated teams is an equally important skill; developing and building a large team of professionals is a requirement of this role.
Your role within the team:
- Managing the design process from detailed design to site implementation.
- Manage a team of civil and structural engineering professionals (Engineers, Technical Specialist, Designers and/or Technologists/Technicians).
- Set strategic technical execution directions based on project objectives.
- Ensure compliance to Candu/ATRL Quality Assurance Programs and Business Unit policies & procedures & operating instructions.
- Provide leadership to the discipline engineering team by setting the discipline management strategy, identifying scope priorities, and securing the requisite skills and volume of resources to facilitate project delivery commitments.
- Coordinate the development of project-specific work processes and procedures, as required.
- Facilitate coordination and interface with all engineering disciplines, project partners, Clients/Customers, and sub-contractors.
- Manage engineering performance within scope, schedule, and budget constraints
- Invoke change management principles, as required.
- Approve documents pertaining to engineering/technical scopes.
- Manage schedule compliance and proactively resolve conflicts.
- Manage resource requirements, allocation and competing resourcing strategies.
- Manage the dissemination of information to the discipline engineering team.
- Prepare discipline engineering progress reports.
- Attend site visits and technical/project meetings as required.
- Managing interfaces between engineering disciplines.
- Removing barriers that could impact safety, quality, cost, and schedule performance.
- Participating in the preparation of commercial proposals and approving the technical content of proposals prepared under their direction.
- Forecasting resource demands for the assigned work scope, including required skills, capabilities, and durations.
- Working with marketing and other business groups to maintain and improve client relationships and offerings.
- Preparing and leading Engineering proposals.
- Participate in the preparation of Governance, Regulatory, Integrated Team (GRIT) procedures under the integrated partners (IPA) for use.
- The Technical Manager will oversee the work of the Engineering team and Engineering on multiple scopes. Supervisory responsibilities include:

The ideal candidate:
- Bachelor’s degree in civil engineering, or related field from an accredited University.
- Registered Professional Engineer in the Province of Ontario with good standing.
- A minimum of 15 years of experience in the areas of civil and structures engineering design, with a minimum of 5 years of experience in the nuclear industry, of combined technical, leadership and management experience in design, integration, and troubleshooting of civil and structural systems.
- Experience managing multidisciplinary engineering work with interfacing requirements involving other engineering team, from detailed design, configuration control, to site/field implementation.
- Experience in nuclear and/or CANDU technology modifications.
- Experience working in a nuclear facility licensed in Canada station.
- Experience delivering an overall plant control system design of a power production facility.
- Experience in interfacing with utilities for brown field modification to SSC.
- Experience in Engineering Change Control process for Field run as build conditions to the Station/Plant, CSA N285.0/CSA N286 and ASME Codes and Standards. Provide dispositions to non-conformances identified by construction and supply chain. Update Technical Specifications when required.
- Experience in design/analysis of process systems (e.g. thermal-hydraulic, fluid dynamics, piping system, component critical characteristics, etc.).
- Working knowledge of nuclear codes and standards, including CSA N286, CSA N285.0, CSA N289, ASME BPVC Section III Division 1 and ASME B31.1.
- Working knowledge of/experience with the CSA standards, NBCC, pertaining to Civil /Structural Engineering and other applicable standards and nuclear regulatory guides.
- Experience in interfacing with CNSC and TSSA including preparing correspondence letters, TSSA registration and re-conciliation packages, code classifications.
- Experience in Engineering, Procurement and Construction (EPC) projects.
- Experience in executing large scale Concept-to-Design-to-Implementation projects is an asset.
- Experience in green-field/new-builds engineering design work as Senior Design Engineer is an asset.
- Field engineering experience is an asset.
- Prior work experience in the nuclear industry is required.
- Knowledge of Quality Management System (CSA N286), and quality standards (CSA N299).
- Proven track record of performance in a multidiscipline, dynamic, project delivery environment.
- Demonstrated strong directional leaderships in a dynamic work environment, with people management focus and ability to manage technical staff with a broad range of experience.
- Strong knowledge in civil and structures engineering principles and ability to apply engineering principles and develop effective practical solutions.
- Demonstrated knowledge of project interfaces, engineering management processes and procedures.
- High proficiency in execution planning, strategic organization, and resource allocation.
- High proficiency in organizing and managing complex engineering activities and problem solving.
- Broad-based business and commercial knowledge with exposure to project control systems, procurement systems and construction practices.
- Strong customer-focus and ability to interface with a broad range of internal and external stakeholders (e.g. suppliers, clients, and regulators).

- Will need to travel to and potentially work at sites to meet business needs, inclusive of project (construction) site and equipment / component suppliers. (Note: the primary location will be our Mississauga campus, based on a combination of project requirements working at CHQ Oshawa officed located to the east of Toronto near and at the project site in Courtice-Darlington Nuclear in Ontario).
