Prior to, and during construction the Operations Specialist will develop the formal Operating Procedures that will be used to inform the final Safety Assessments and As Low As Reasonably Achievable (ALARA) Assessments for the facility. As deviations are encountered during construction the Operations Specialist will provide input on the Operational impacts of any required design change. The Operations Specialist will also support the creation of and provide review and comment for the Final Safety Analysis Report and the Facility Authorization. The Operations Specialist will also support the creation of the buildings’ Maintenance Plans, grading, and procedures. As a part of the commissioning and turnover phase, the Operations Specialist will provide input into the development of commissioning documentation, provide reviews of relevant commissioning documentation, and provide support during the commissioning efforts as required. The Operations Specialist will also verify and correct the drafted Operating Procedures during the commissioning of the building as they accompany the commissioning team in their duties and witness the commissioning tests. The Operations Specialist will attend training provided by the contractors and prepare training documentation to support progression into active commissioning and eventually full operations.
What will you be doing!
- Providing technical oversight and acting on behalf of the Facility as operations representative.
- Providing operational direction to direct operating staff.
- Assisting in providing technical support for maintenance of all systems.
- Being responsible for the safe, proper and efficient operation of all Facility equipment.
- Becoming familiar with the appropriate methods and precautions required for the handling of radioactive materials.
- Getting cross-trained in operating multiple facilities efficiently, safely and competently.
- Performing other related duties appropriate to the assigned level.
- Other duties as assigned by manager.
What we are looking for :
- Education
- Honours Bachelor in Engineering or Science from a university of recognized standing, or membership in an engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization.
- Experience
- Five to ten (5-10) years experience working in a highly regulated industry and full appreciation of the obligations to be compliant in operations, maintenance, and reporting;
- Demonstrated ability to work as an effective team member and to respond to challenging schedule demands;
- Ability to perform under stress when confronted with emergency, hazardous conditions, or unusual production demands;
- Experience dealing with the Canadian Nuclear Safety Commission (CNSC) and Environment and Climate Change Canada (ECCC) is an asset;
- Experience in water treatment technologies and/or waste management facilities orenvironmental and/or civil works is an asset;
- Knowledge, Skills & Abilities
- General knowledge of nuclear, mechanical, and electrical.
- Must have demonstrated excellent written and oral abilities.
- Proven capability to prepare high-quality documentation (reports, operating procedures, and manuals, etc).
- Must be self-motivated and driven. Must be comfortable in performing work with short timelines and high pressure.
- Must have broad training or educational qualifications specific to the job duties; be willing to obtain or attend further job-related training and accreditation.
- Ability to perform under stress when confronted with emergency, unusual, or hazardous conditions.
- Must possess good judgment and communication skills [oral and written].
- Demonstrate ability to work as an effective team member, and to respond to challenging schedule demands.
- Must possess a high sense of individual responsibility.
- Direct experience in an operations environment would be an asset.
- Reliability and attendance records of applicants will be scrutinized and considered in this competition.
- Knowledge of the process, mechanical, and electrical systems operations, and maintenance practices.
- Basic knowledge of business and management principles involved in project planning, budgeting and resource allocation, and coordination of resources.
- Basic knowledge of procurement and financial processes.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

Location:
This role is a fully onsite role that requires the employee to primarily work at CNL’s Chalk River Laboratory site, with only occasional opportunities to work remotely, if desired by the employee. CNL’s Chalk River laboratory is nestled in the Ottawa Valley and affords our employees an area that is environmentally pristine with extensive forests, hills and numerous small lakes, all of which support a variety of wildlife typical to the southern edge of the Canadian Shield.
