To help achieve our business plans, Bruce Power is looking to hire various First Line Manager, Construction positions to support the Project Management & Construction (PMC) division.
This is a direct-hire position and is located on-site in Tiverton, Ontario.
The First Line Manager, Construction is accountable for various phases of modifications and rehabilitation work associated with a nuclear generation facility and will manage a multi- disciplined work force involved in the execution of assigned scopes of work through subordinate supervisors. This position will involve detailed planning, scheduling, estimating, organizing and control of staff, contractors, vendors and resources, for planned and forced outage circumstances, to meet scheduled completion dates and maintain control of costs.
The First Line Manager (FLM), Construction will ensure that work is performed safely, achieving quality standards and within guidelines of the corporate direction and government regulations, and will be accountable for all aspects of safety and procedural oversight.
Key Responsibilities:
Safety:
• By inspection, direction, training and job safety analysis, ensure that safe working conditions exist and that staff follow safe working procedures, policies and divisional programs.
• Conduct safety talks, safety equipment inspections, prepare job safety analyses, and participate in accident investigations.
• Understand, adhere to, and ensure crews obey all standards and expectations of the Ontario Health & Safety Act (OHSA).
• Ensure adherence to all Bruce Power Safety protocols, procedures, processes and standards.
Management Accountability:
• Manage the work of staff, in a multi-discipline setting, including planning, organizing, scheduling, estimating, coordinating, assigning, and checking work, costs, schedules and dates.
• Develop, implement, and maintain standards, methods and procedures governing the work.
• Provide guidance and direction to staff and be accountable for the quality and quantity of work.
• Execute all personnel matters, including training, discipline, performance assessments, training, administering applicable collective agreements and human resources policies, and provide effective recommendations to Manager regarding staff.
• Prepare for and defend decisions at grievance proceedings. Prepare formal appraisals for direct reports and assess their need for upgrading and improvement. Validate and sign time sheets, and vacation requests.
Coordinate Resources:
• Prepare schedules, estimates, and detail all work required to complete assigned tasks in the proper sequence and highlight the involvement of other disciplines, including electrical, piping, reinforcing and mechanical, trades and associated disciplines.
• Coordinate and be accountable for assigned tasks to ensure that resources are efficiently used, material is available, access and staff strength are maintained, and down time between activities is minimized so that key deadlines are achieved.
• Direct the various phases of work associated with all staff and general maintenance in completing assigned blocks of work for both planned and forced outage conditions. Requires supervising BTU and may require supervising PWU trades as work plans dictate.
• Provide advice and direction to direct reports to resolve problems associated with getting the job done. Handle matters related to the interpretation of drawings and specifications, access to work areas, conflict with others, technical problems, personnel problems, and resources needed, on a day-to-day basis.
Provide Direction:
• Carry out or oversee pre-job briefings.
• Ensure staff are conversant with all policies, procedures, OHSA, safety, and work aspects, expected cost objectives, production targets, availability of equipment and tools, starting and completion dates. Ensure that work performed by staff meets drawing, specification, and procedural requirements, and is carried out safely.
Maintain Quality:
• Ensure High Quality work is completed for all elements of the work programs.
• Review and Verify that the Inspections and Test Plans (ITP) are clearly understood by the execution team and that all verification/ witness and hold points are adhered to.
• Ensure that crew(s) are place keeping through the Work Coordination Plan (WCP)/Work Order Task Instruction (WOTI) provided as deemed necessary. Support the oversight of Field Change Notices (FCN)/ Field Modification Tracking Sheets (FMTS) as required to meet project quality/ designs changes, etc.
• Support rework investigations and corrective actions.
Maintain Progress:
• Maintain job control, hours of work and an efficient operation through daily field inspection of job progress and quality of work, and through an awareness of production results, time required to complete the work, validate schedule, and provide updates.
• Accommodate any normal or unforeseen problems that arise, such as associated with material, drawings or resource shortages, barriers to work area access, technical problems, or inclement weather. Investigate reasons and provide explanations/reports for Manager on variances from cost control objectives.
Planning:
• Attend planning, scheduling, costing and other meetings for the development of schedules and estimates with the planning and control function.
Coordinate Activities:
• Cooperate closely with managers of other work groups to minimize conflicts and ensure that matters affecting the continuance of work on the other shifts are communicated to the proper levels of supervision.
• Work with engineering functions on design changes to accommodate field conditions, schedules, and estimates.
• Coordinate the arrival and delivery to the field of materials with the site, with the site Materials function.
• Monitor daily, weekly, and monthly schedule dates, costs and workload demands, layouts, lead time, resources, work to be done in shops, task assignments by shift, drawings, and specifications, materials, and access to work areas.
• Determine the best course of action to follow and prepare input to plans based on the above considerations and on other aspects, such as an understanding of drawings, work methods and practices for all disciplines as they pertain to various stages of the assigned tasks.
Communication:
• Communicate regularly with staff relative to priorities such as safety and quality.
• Keep Manager and staff informed of all information required to facilitate job coordination, work plans, etc. Notify Manager where schedule dates may be delayed.
Union Contracts:
• Be familiar with union contracts to converse with union representatives to avoid jurisdictional disputes, ensuring that Manager is aware of any developing problems that could affect the job.
• Recommend action to Manager to resolve jurisdictional disputes and cooperate with the Human Resources Department and Labour Relations on union matters.
Maintain Awareness:
• Keep up to date on work methods and equipment that may be of benefit to the role, and the business in general, and discuss these with Manager and staff for input.
• Carry out liaison with suppliers and salespersons regarding tools, equipment, and materials, as required,
• Perform other duties as required.
Knowledge and Skills
Demonstrated ability to communicate orally and in writing in a clear and concise manner, including technical report writing

Demonstrated knowledge of technical subjects (electricity, mechanics, instrumentation, heat and thermodynamics, drafting)

Knowledge of EPSCA, BTU, PWU and Society collective agreements is considered an asset but not required.
Education
This knowledge is considered to be normally acquired in and equivalent to a Grade XII education with two years technical training or an equivalent combination of education and experience in a related industry
A Mechanical, Electrical or Civil Apprenticeship or equivalent Training is preferred
Experience
A minimum of 6 years up to an included 8 years is considered necessary to gain the appropriate experience. With up to five (5) years supervisory experience in Mechanical, Electrical or Civil Trade working on a major construction project.
Requires on-the-job experience, such as might be gained in a power plant, refinery or chemical plant, associated with the installation, and plant modifications to become thoroughly familiar with assembly processes, testing and trouble-shooting procedures, modification and repair techniques.
Requires familiarity with the use of manufacturers' equipment manuals and specifications to understand the operating, installation characteristics of equipment and systems.
Requires construction experience to efficiently handle unplanned trouble-shooting activities through effective utilization of existing resources. Requires experience to understand, apply, and utilize Operating Policies and Procedures, station reference plans, radiological and conventional safety procedures, regulations, legislation, work protection and Quality Assurance (QA) standards, communications tools, etc, as needed to effectively perform work function.
Requires sound practical experience to understand, coach and influence mixed services personnel through the phases of planning, organizing, scheduling and execution of construction work, and to motivate same to integrate their efforts and attain optimal work performance.
Multi-discipline trade experience preferred.
