Manager Computers – Functional

The Functional Manager is a member of the Engineering Excellence, responsible leading a group of Civil engineers and analyst and designers engaged in design activities such as specifications, design, structural analysis, procurement, verification and validation related to Civil Structures. The Functional Manager will report functionally to the Director, Process, Mechanical, Civil and ICE Engineering.
This role will be based in Mississauga, ON.
Your role within the team:
- Defining the structure of the team, including reporting relationships.
- Maintaining a capability profile of the team, including individual experience and skills.
- Identifying gaps in the size or technical capabilities of the team relative to forecast requirements and develops and executes a plan to close those gaps through a combination of hiring, releasing and developing staff.
- Hires and releases staff, secondees and contractors from the team, as required.
- Expediting negotiations between Technical Managers to optimize the allocation of staff.
- Attending the interview to provide oversight on hiring.
- Analyzing skill distribution on projects and respective needs from bird's-eye view provide recommendations.
- Mentors and/or organizes mentoring of staff to maintain and improve staff performance and department technical capabilities.
- Managing team’s trainings and qualification records to ensure compliance with the procedure.
- Assisting in setting of SMART objectives aligned with business demands.
- Tracking and , analyzing and developing plans to improve department targeted KPIs.
- Providing clear expectations and performance measures, meaningful feedback, recognizes and rewards achievements, and takes disciplinary steps when warranted.
- Developing and managing Performance Objectives, Individual Development Plan, Training Plan, Knowledge Transfer Plan, Proficiency Matrix and Succession Plan.
- Developing and implementing corrective measures to improve the performance of individuals.
- Responsible for human resources issues and effectively manages and resolves any such issues, working as appropriate with Technical Managers.
- Providing day-to-day interpretation and application of the negotiated agreements with bargaining agents as they affect the rights, obligations, and working conditions of employees.
- Planning and executing work consistent with quality, cost, and schedule requirements.
- Coordinating and oversight of computer design activities related to the completion of fundamental design for a nuclear power plant.
- Working with assigned staff to find optimal solutions to project challenges.
- Working with assigned staff to develop /modify Computer System Architecture and software code for CANDU Simulator, DCC, Safety Systems, Fuel Handling System, Distribution Control System and Cyber Security.
- Providing technical guidance to staff, as appropriate.
- Ensuring that work is conducted in accordance with applicable Code and Standards, and in accordance with the contract, applicable specifications, and technical requirements.
- Ensuring company KPIs are managed and met in a timely fashion.
- Interfacing with stakeholders and vendors, to ensure system designs meet performance, safety, and regulatory requirements, and that the resulting designs are constructable, operable, and maintainable.
- Ensuring department deliverables are produced in accordance with schedule, quality, and technical requirements.
- Approving engineering documents and deliverables.
- Removing barriers that could impact safety, quality, cost, and schedule performance.
- Participating in the preparation of commercial proposals and approving the technical content of proposals.
- Forecasting resource demands for the assigned work scope, including required skills, capabilities, and durations.
- Working with marketing and other business groups to maintain and improve client relationships and offerings.
- Performing administrative tasks, e.g., timesheet approvals, vacation approvals etc.

The ideal candidate:
- Bachelor’s degree in computer or electrical engineering, or related field from an accredited University.
- Registered Professional Engineer in the Province of Ontario with good standing.
- Experience in nuclear and/or CANDU technology is an asset.
- 10 or more years of experience leading engineering teams.
- Experience managing engineering work with interfacing requirements involving other engineering teams (I&C, Process Control, Electrical, Safety, Licensing and Human Factors), Procurement, Quality Assurance, Contracts, and Construction.
- Experience delivering an overall plant control system design of a power production facility.
- Experience and capability in regulatory communications in a regulated industry is an asset.
- Experience with cyber security for Operational Technology is an asset.
- Experience working in a nuclear facility licensed in Canada is an asset.
- Experience in Computer System Architecture and software code for CANDU simulator, DCC, Safety Systems, Fuel Handling System, Distribution Control System and Cyber Security is an asset.
- Knowledge of/experience with the CSA and IEC standards pertaining to Computer Engineering in production and safety critical applications is an asset.
- Knowledge of Quality Management System (CSA N286), quality standards (CSA N299) and digital hardware standard (CSA 290.14).
- Commercial acumen, with experience in procurement, contracts, supply chain, and/or logistics.
- Station operations and/or station maintenance experience in a plant controls faculty is an asset.
- Proven track record of performance in a multidiscipline, dynamic, project delivery environment.
- Excellent communication, organizational, time management and interpersonal skills.
Other Aspects:
- Willing to travel to and potentially work at sites to meet business needs, inclusive of project (construction) site and equipment / component suppliers. (Note: the main work location will be our Mississauga campus, based on a combination of project requirements and employee preference).
