The Technical Officer provides a variety of services including technical evaluations, station operational support, considerations, and proposals, as required in a number of major/minor work areas on site, maintains instructions and procedures up to date, prepares reports, interfaces with relevant workgroups, participates in training programs as required, and coordinates staff involved in the above activities.
This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.

What will you be responsible for?
As directed by the assigned Environment Manager and based on process, protocols, roles, and responsibilities, the Technical Officer will be assigned Specific Responsibilities that will include but will not be limited to the following:
Assist in development, implementation, and execution of designated Environment Management programs/processes at Bruce Power.
Provide support for sustained and improved program performance through ongoing assessment/surveillance, problem solving, development of objectives and targets, and development/maintenance of long term plans.
Provide technical support for environment management programs, such as those related to: Emissions, Waste, Spills, Environmental Monitoring, Risk Assessment, and Management System development.
Provide technical support for execution of the station environment management programs listed above and/or station improvement initiatives and projects.
Interact with regulatory authorities on environmental issues and prepare reports and other required documentation for submission to regulators.
Provides technical evaluations and advice, solves problems and coordinates technical work as required in support of the operation, maintenance, design, and commissioning of the facilities as it pertains to environmental management.
Receives assignments as well as identifies, assesses, evaluates, and recommends disposition and/or solutions to potential problems and opportunities in the facility as it pertains to environmental management.
Keeps abreast of operating and maintenance problems as well as new developments in the field and takes action to implement change as appropriate.
Maintains and/or updates operating and other specified department/divisional procedures. Discusses these with operating personnel or others as required to ensure current practices are recognized in the procedure.
Prepares or reviews new or revised procedures consistent with environmental regulations, operating licenses, policies, principles, department standard practices for the safe and environmentally responsible management of facilities.
Prepares reports to provide information and data in answer to external requests. Initiates studies or investigations where opportunities for improvement are apparent. Collects, or arranges for collection, and analyzes data from past events or operations. Prepares reports, delivers presentations, provides explanations and answers to questions received.
Reviews proposals received from internal or external sources. Discusses proposal with originator as necessary to suggest changes or revisions as appropriate. Recommends disposition of proposal for eventual decision for the approving authority.
Prepares or helps prepare specifications and recommendations, for purchasing requisitions for material, services and equipment. Provides necessary environmental technical expertise during field installation.
Recommends research and development programs required to improve facility environmental performance. Follows up on such research and development work and help coordinate as required. Provides all necessary information and assistance to facilitate such programs.
Participates in training programs to further own development and assists in the development of others.
May be required to gather and collate data for use in department budget preparation and to monitor variances to annual budget and submit for reporting purposes.
May be required to perform on call rotation activities.
Performs other duties as required.
Knowledge and Skills
Requires experience and technical skills in the areas of: Environmental Management System, Water Emissions, Air Emissions, Spills and Contaminated Lands, Waste and Pollution Prevention, Radiological Emissions, Conventional & Radiological Environmental Monitoring, Groundwater, Environmental Risk Assessment.
Basic knowledge of CANDU or nuclear power plant systems and operations is an asset.
Requires knowledge in interpreting, applying, and implementing environmental regulations and best practices.
Requires advanced knowledge of one or more of these subjects to evaluate and propose improvements to processes, equipment and systems and to facility or unit safety, reliability and performance.
Requires training and experience as it relates to environmental management: in the design, development or operation of a nuclear facility or in the development, manufacture or production of nuclear materials or components or in an industrial environment associated with the design, development, operation or maintenance of industrial systems and equipment.
Requires experience to solve problems, to provide advice and guidance, to initiate developmental studies and to make recommendations during the design, commissioning and operation of a nuclear facility as it relates to environmental management.
Requires knowledge and fluency of English in order to prepare clear and concise reports and recommendations both verbally and in writing.
Ability to interface effectively with operations/technical staff, regulators and other stakeholders via excellent verbal and written communications skills.
Good working knowledge of standard software applications (Microsoft OFFICE, MAXIMO, etc.) related to production/modification/update of reports, spreadsheets, databases, graphic presentations and the like.
Education and Experience
Requires knowledge normally acquired through the successful completion of an accredited four-year university education in an appropriate engineering or science field or having the equivalent level of education.
Requires an academic background in the areas of: Environment, Chemistry, Biology, Engineering, Sustainability, Earth Sciences. Specific considerations would be given to those who have advanced degrees in Environment.
A period of over 6 years is considered necessary to gain this experience
